Pitt-Johnstown police have charged Michael Beck Jr., 19, of Clearfield, with driving under the influence, DUI with high blood-alcohol content and underage possession of alcohol.

Beck was also charged with public drunkenness, consuming alcohol as a minor and failure to drive within lane, all as a result of incidents Nov. 2 on Picking Drive, a campus roadway.

In an affidavit accompanying a criminal complaint, campus police officer Glenn Berkey said he was patrolling on Picking Drive behind the Engineering and Science Building and saw a vehicle sitting in the middle of the roadway.

Berkey said he activated his patrol vehicle’s emergency lights and, as he was exiting the vehicle, he saw the vehicle in front of him drifting backward. He said he had to back up his patrol vehicle so it wouldn’t be struck, according to the affidavit.

The vehicle stopped and Berkey said he walked to the driver’s side of the vehicle, where he knocked on the driver’s window. Beck provided his driver’s license and had a strong odor of alcohol on his breath, according to the affidavit.

Berkey said Beck also had slurred speech and bloodshot eyes. He was asked by Berkey to get out of the vehicle to submit to field sobriety tests, the affidavit said.

Berkey said Beck nearly fell down during a heel-to-toe test, which he failed and then he was asked to stand on one leg, which he was unable to do.

Beck could not complete a Breathalyzer test, according to the affidavit.

Beck was transported to Windber Medical Center. His blood was tested for blood alcohol content, which was 0.267 percent, according to the affidavit.

A blood alcohol content over 0.02 percent for someone of Beck’s age can result in a driving-under-the-influence charge, according to state law.

The charges against Beck were filed at District Justice John W. Barron’s office in Stonycreek Township.
