Officers charge alleged puncher, driver

Pitt-Johnstown police have charged Mark Anthony Dugan, 20, of Pittsburgh, with public drunkenness and disorderly conduct. He also has been charged with purchase, consumption, possession or transportation of liquor or malt or brewed beverages Oct. 29.

Officer Josh Vranich said in a citation that he saw Dugan in Sunset 2, the residence of Kappa Delta Rho, consuming alcoholic beverages under the age of 21. Vranich also reported that he saw Dugan punch and break a window.

Dugan admitted to being drunk and was escorted to a hospital, according to the citation.

A total fine of $963 was listed for the charges.

Campus police also have charged Allan Radinsky, 20, of Pittsburgh, with operating a motor vehicle on a sidewalk and with operating an unregistered vehicle Oct. 31.

Officer Glenn Berkey said in a citation that he saw Radinsky driving on a pedestrian walkway along Student Union Drive. with expired registration.

A total fine of $219 was listed for the charges.
